- Define the problem clearly.

- Cluster, order, evaluate questions. (Remember project development?)
- Choose questions that will get you the best or most data.
- Locate sources of data.
- Gather data. (Gather more than you think you need.)
- Analyze data.
- Summarize analysis.

- Whose definition?
- Whose questions?
- What boundaries?
- How much do you need to know?
- How much does your audience need to know?
- How much do they know already?
- How much time do you have?
